Ted Cruz has another creative idea for funding the Wall
Hmmm—maybe Mexico (or some Mexicans) could pay for it, after all. Indirectly:
U.S. Sen. Ted Cruz (R-Texas) today reintroduced the Ensuring Lawful Collection of Hidden Assets to Provide Order (EL CHAPO) Act. The bill would reserve any amounts forfeited to the U.S. Government as a result of the criminal prosecution of “El Chapo” (formally named Joaquin Archivaldo Guzman Lorea) and other drug lords for border security assets and the completion of the wall along the U.S.-Mexico border…
Currently the U.S. Government is seeking the criminal forfeiture of more than $14 billion in drug proceeds and illicit profits from El Chapo, the former leader of the Sinaloa drug cartel who was extradited to the U.S. to face criminal prosecution for numerous alleged drug-related crimes, including conspiracy to commit murder and money laundering.
Can we say Panama City, and Manuel Noriega?
Plus, there should be a tax on remittances to Mexico and other South/Central American countries. Not onerous, but say 10%, and all the money be dedicated to building a wall (steel, concrete, whatever). After the wall is built then the money go for security and enforcement. The tax could be levied on money from workers not here legally.
Also, better enforcement of E-Verify. Strong penalties on the offending businesses. Add that to the pot.
I like this idea.
Funding the wall is not and never has been the issue. It’s the political will to actually build the wall. The money is an excuse for inaction.
For context, the Federal government spends about $30 billion on biomedical research grants. That’s more than twice as much as being talked of here. The political will for biomedical research is there. No one is wringing their hands about how much it costs or where will we get the money.
This is how Mexico pays for the Wall. I’ve commented here and elsewhere on this.
The question is how much of his assets are in the US.
Prediction: Tonight Trump will offer the Dems a DACA deal and the Gateway Tunnel into NYC but now he will want $10-20B for the Wall.
DACA kids and contractors will do sit-ins in the offices of Pelosi, Schumer, Gillibrand, etc.
Well, how is the government going to collect from El Chapo? It’s like that judge that awarded the Warmbier family $500 million in damages. How is the judge going to enforce his judgment against North Korea? Issue an arrest warrant for Kim if they don’t pay?

If El Chapo has assets in the US (bank accounts, securities, real estate) they get forfeited to the US.
If his assets are outside the US, that’s another question.
Iran had assets in the US. And Obama gave them back even though there were money judgements against Iran by the people held in the Embassy and the two people that were murdered. (I’m fairly confident about this.) Another lawless action by Barack.
