Bravo Rubio
The administration might not be able to ban birth tourism, but that doesn’t mean it’s powerless against it.
For example, there’s this:
The State Department’s new policy uses powers under the Immigration and Nationality Act to yank visas from those “who knowingly engage in, have engaged in, or facilitate birth tourism to the United States,” including so-called visa fixers, or individuals who coach foreigners on ways to lie or exploit America’s immigration laws.
The US has long maintained a set of rules intended to prevent birth tourism.
The words “a set of rules” links to this article dated January 23, 2020, written at the beginning of the final year of Trump’s first term as president. This tidbit of information is of interest:
Chinese citizens do not require a visa to visit certain U.S. territories, such as the Commonwealth of the Northern Marianas Islands. The birth tourism industry is rampant there, with more annual births to Chinese visitors than native residents.
Birthright citizenship tends to be organized by those who make money off it, so this move against them is an excellent idea.

Perhaps another way to address birth tourism is to appeal to Xi’s national pride. IOW, to suggest that Chinese expectant mothers should demonstrate their pride in their own country by giving birth in China — not in another country. Would that work? Not at first, but if that theme were played insistently enough, perhaps Xi would be responsive to it. And if Xi say no, that will mean no for a lot of Chinese. Even the wealthy ones.
Xi is probably having the birth certificates confiscated on return. There is no reason to think that those who return, waving them, will be the same as the babies they were issued for.
The Supreme Court could have ended all that a few months ago. Their arguments for birthright citizenship don’t pass the smell test. BIRTH TOURISM proves they weren’t concerned with doing the right thing. Those that affirmed it were cowards.
Re: Chinese Birth Tourism
From what I gather these are affluent Chinese parents buying an option for their children to take advantage of US citizenship. Here’s some information from a government case against some birth tourism outfits.

Federal Prosecutors Unseal Indictments Naming 19 People Linked to Chinese ‘Birth Tourism’ Schemes that Helped Thousands of Aliens Give Birth in U.S. to Secure Birthright Citizenship for Their Children
…
According to the indictments charging the operators, three businesses touted the benefits of giving birth in the U.S., rather than in China, with claims of the U.S. having “the most attractive nationality”; “better air” and less pollution; “priority for jobs in U.S. government”; superior educational resources, including “free education from junior high school to public high school”; a more stable political situation; and the potential to “receive your senior supplement benefits when you are living overseas.”

The parents pay $40,000-$80,000, even $100,000 for VIP treatment, to dodgy birth tourism outfits for lodging in the US and coaching on how to beat US immigration authorities, who work harder to prevent birth tourism than I realized:

According to the indictments that charge the operators of the schemes, they coached their Chinese customers how to pass the U.S. Consulate interview in China by falsely stating that they were going to stay in the U.S. for only two weeks. Their clients were also coached to trick U.S. Customs at ports of entry by wearing loose clothing that would conceal their pregnancies. The indictments also allege that the customers were directed to fly to Hawaii from China – instead of directly to Los Angeles – because it was easier to get through U.S. Customs in Hawaii. The indictments allege that many of the Chinese birth tourism customers failed to pay all of the medical costs associated with their hospital births, and the debts were referred to collection.

I never even thought of that potentiality.
Those of us who tend to be gullible certainly need the assistance of people, such as you, with the capacity to adopt a devious mind. Thank you.
However, don’t all states now require BC’s to contain a footprint or two of the baby? It turns out the answer is no, although some hospitals may make the prints for ID purposes.*
And in today’s world, if they don’t already, they should also document a DNA test sample. Again, they do not.**
I suppose by the time these babies return to the US, the CCP will probably have the means to circumvent even those kinds of protections.
*Search AI summary: “There are no specific states that require infant footprint data on birth certificates; however, many hospitals take newborn footprints as a tradition for identification purposes. These footprints may be included in the hospital’s records or as a memento for parents, but they are not a mandatory part of the official birth certificate.”

Couldn’t be more impressed with Rubio’s performance as Sec. of State. He also knows intimately the workings of the Senate and who and when he can rely on for support. (Getting trickier with these want-to-be Democratic Socialist senators. That will soon be decided). But he explains well what he’s doing through press and media outlets, and gets jobs done.
I’m hoping Vance will not be “coronated” as 2028 Republican Pres.’l Candidate as Harris was and Rubio has a chance. I think he would get a lot more support, and wold have a much greater chance at beating whomever the Dems settle on (given their deep bench) (meant facetiously).
