Put another way, Egyptian officials and/or tribes enriched themselves immensely by turning a blind eye to the huge amount of weapons, and people—and more—smuggled under that border.
Someone (or many) was/were making a whole lotta money over the years allowing that to happen.

There were plenty of Egyptians willing to make money on smuggling things into Gaza, both Bedouin tribes in the Sinai and lots of Egyptian military officers who supposedly controlled the border. But Egypt doesn’t want Gazans in Egypt because they consider them troublemakers — and of course they are.
