He just doesn’t want them to be in charge officially.

Reading elsewhere indicates this is another amnesty first, enforcement after deal.
A deal with DACA and wall finding was Trump’s position. The Democrats, due mostly the TDS, refused it. Eventually, I would be OK with a legalization of those with good records about legal matters and English assimilation. But the Wall and border security must come first, not like 1986.
I doubt the Democrats will ever go along with that, certainly not while Trump is in office.
