    I suspect that arguably, such a book or even post(s) would be a waste of your time neo. I have no doubt that you would shred the DOJ report with fact, logic and reasoned argument. But you would be preaching to the choir and more importantly, failing to address the motivations of the DOJ report. Which is NOT about racial ‘justice’, redress of grievance or entrenched white racism.

    Holder and Obama are racists and like all racists they seek dominance for their tribe. This is about tribal dominance. This is about their perception of an inability of their black tribe to compete on a level playing field. Individually, many blacks are fully capable of competing but on a societal level, they lack the attributes that would bring success. Thus, the excuses.

    No one argues that blacks unjustly dominate professional sports, where merit is all. No one argues that blacks do not merit the success they have achieved in the entertainment fields. But where the determinant for success is steady, focused discipline toward mastery and goals, blacks as a group show little achievement.

    Of course its cultural and therein lies the rub, to achieve success they have to adopt the necessary attributes which are not part of black culture, either domestically or in the overwhelming majority of African cultures. They have to ‘give up’ being ‘solely’ black and become more white (or Asian). Rather than accept the sacrifices demanded by a strong work ethic, long hours of intellectual study and disciplined efforts, they seize the excuse of racist oppression.

    While constrained by constitutional safeguards, the means that the Obama administration are using is implied intimidation, which McCarthy admirably illuminates. Parker’s salient comment above elucidates the end goal for the left, effective control of all local police. Sooner or later, as it always does, the Left must remove its ‘velvet’ glove, for above all else, sustainability of totalitarian systems requires near-total control.

Under the city of Ferguson’s charter, the mayor and city council have no direct authority in the direction of city agencies, including the police. In a change in city governance from the Progressive Era, Ferguson is run by a “professional” and unelected City Manager. The mayor and city council have a vote in hiring the City Manager. They can also ask the City Mayor to direct or change something in the city agencies, but they cannot direct the City Manager to make those changes, nor are they permitted to speak publicly or privately with city employees on the conduct of their duties.

    So the question is, Is the problem with the elected part-time officials or with the City Manager? Are cities run on the powerful City Manager model more likely or less likely to use cite and fine of the poorest and least politically connected citizens for revenue generation?

    Then we get to the racial angle: Did the fact that the least politically connected citizens were of a different race than the police and city government cause the cite and fine revenue generations regime to be more vigorously pursued than it might have been with a less “diverse” population?

17. Some of the discussion smacks of “smoke and mirrors”. So the city is actually governed by a powerful city manager? A city manager who serves at the pleasure of the elected Mayor and Council, I presume? In other words, it should be easy to control the city manager if there is the will.

    Cite and fine still requires a probable cause to cite. In most municipalities the Judges who levy the fines are elected.

    Expat pre-empted my original intent by correctly reporting that Ferguson is overwhelming Black (I had 65.4% to 30.75% in 2013). I surmise that they get the government that they are willing to go to the polls and elect.

18. The DOJ came after the Seattle PD four years ago. They have had their wings clipped. My retired cop friend has a son on the SPD. He says that they are just going through the motions because they are in fear of their jobs if they get the least bit aggressive in their police work.

    The result: Crime in the downtown area is mushrooming. Property crime – auto theft, burglary, and purse snatching are on the news nearly every night. I have also read quite a few accounts of American black people visiting Africa, or living there for a while, and finding to their surprise how different they are from the local population, and how American. I have never heard a “let’s go back to Africa” sentiment expressed by any black American (although I would imagine such people do exist), much less large numbers of them. For example, the whole ebonics movement actually chained blacks to their few blocks of the hood rather than showing them how competence in English opened the doors of the world to them.
    Stanley Kurtz reported on Obama’s Annenburg project for education in Chicago. As part of it Bill Ayers started a school based on African heritage. It was a total failure. Africa is a lot more complex than he imagines and it is a utopian fantasy for some American blacks.

    Recently, the Townsville Police Department (Queensland, Australia) ran an e-mail forum with the local community (a question and answer exchange) with the topic being, “Community Policing.” One of the civilian e-mail participants posed the following question:

    “I would like to know how it is possible for police officers to continually harass people, and get away with it?”

    From the “other side” (the law enforcement side) Sgt. Bennett, obviously a cop with a sense of humour replied:

    “First of all, let me tell you this … it’s not easy. In Townsville, we average one cop for every 600 people.

    Only about 60% of those cops are on general duty (or what you might refer to as “patrol”) where we do most of our harassing. The rest are in non-harassing departments that do not allow them contact with the day to day innocents.

    At any given moment, only one-fifth of the 60% patrollers are on duty, and available for harassing people while the rest are off duty.

    So roughly, one cop is responsible for harassing about 5,000 residents. When you toss in the commercial business, and tourist locations that attract people from other areas, sometimes you have a situation where a single cop is responsible for harassing 10,000 or more people a day.

    Now, your average ten-hour shift runs 36,000 seconds long. This gives a cop one second to harass a person, and then only three-fourths of a second to eat a pie, and then find a new person to harass.

    This is not an easy task. To be honest, most cops are not up to this challenge day in and day out. It is just too tiring.

    What we do is utilize some tools to help us narrow down those people which we can realistically harass. The tools available to us are as follow:

    PHONE: People will call us up and point out things that cause us to focus on a person for special harassment. “My neighbour is beating his wife” is a code phrase used often. This means we’ll come out and give somebody some special harassment. Another popular one: “There’s a guy breaking into a house.” The harassment team is then put into action.

    CARS: We have special cops assigned to harass people who drive. They like to harass the drivers of fast cars, cars with no rego, or no driver’s licenses and the like. It’s lots of fun when you pick them out of traffic for nothing more obvious than running a red light. Sometimes you get to really heap the harassment on when you find they have drugs in the car, they are drunk, or have an outstanding warrant.

    RUNNERS: Some people take off running just at the sight of a police officer. Nothing is quite as satisfying as running after them like a cat on the scent of a mouse. When you catch them you can harass them for hours, to determine why they didn’t want to talk to us.

    LAWS: When we don’t have PHONES or CARS or RUNNERS, and have nothing better to do, there are actually books that give us ideas for reasons to harass folks. They are called “Laws”; Criminal Codes, Motor Vehicle Laws, etc …They all spell out all sorts of things for which you can really mess with people.

    After you read the laws, you can just drive around for awhile until you find someone violating one of these listed offenses and harass them. Just last week I saw a guy trying to steal a car. Well, there’s this book we have that says that’s not allowed. That meant I was allowed to harass this guy. It’s a really cool system that we’ve set up, and it works pretty well.

    We seem to have a never-ending supply of folks to harass. And we get away with it. Why? Because for the good Townsville citizens who pay the bill, we try to keep the streets safe for them, and they pay us to “harass” some people.

    Hopefully sir, this has clarified to you a little bit better, how we harass the good citizens of Townsville.

    There is no question that African culture is much different than ours but I doubt that American blacks would fit in very well. American black culture is not African culture in any sense but rather it is a degenerated version of leftists utopian musings. In traditional African cultures children are raised in intact families in which dominant men marry submissive women and rule the household.

47. sure looks to me like tha vast majority of “african americans” want to be segregated… with their own police, and businesses and so on… after all, if they have white officers, they complain they are racist… if they have their own area with their own officers and so on, then they say its unequal because they are separate… you can figure out a list in which nothing will work, short of exterminating all white men (Which removes white women too – showing you how smart the women are on this issue), and then they will be in their own country, like in africa, which they dont want to go back to either.
