The user has sent too many requests in a given amount of time.

I agree with Molly.
Hopefully you will find a work-around that solves the problem.
How do you know they aren’t causing it themselves somehow?

Or maybe the trolls have called in some bot attacks that are actually the ones making the excess number of requests.
