IMO, you want to operate a car, truck, or bus in Manhattan outside of the wee hours of the morning, you should have to have to purchase a season pass or a day pass at a multiple-price auction. Some passes would permit you to be on the road at peak hours, some not.
==
One other thing that the City of New York might do is indemnify the current holders of taxi medallions and then have a more-or-less open market in taxi, limousine, and ride-sharing services.
==
Such contrivances aside, I suspect we'd be closer to a social optimum if maintenance and amortization of limited access highways were financed by toll revenue and that for ordinary public roads financed by motor fuels excises and vehicle registration fees. I.e. people finance them in their capacity as motorists and not in their capacity as property owners, general consumers, or earners.
==
I think we're reached a point where, outside of metropolitan settlements of a certain dimension, public transit should be limited to on-demand services for the disabled. We've reached a point in many areas where the primary function of the transit service is to provide wages and salaries to people employed by the transit service. Service is infrequent, the route architecture is baffling, and the buses often empty.

The Giuliani and Bloomberg years demonstrated that tolerance of filth and disorder above and beyond a certain threshold was a policy choice. The reaction to those years demonstrates that segments of our political class are malevolent and favor the interests of criminals and crazies over those of ordinary people. Also manifest in that reaction was that most of the public in certain jurisdictions would sit on their hands and allow those malevolent creatures to get away with it.

Ditto!

I kind of enjoy driving in Manhattan, so long as it's north of midtown (or on the West Side Highway or FDR). One of my favorite drives is south from from Riverdale and the Henry Hudson Bridge on the HH Parkway. Very scenic, believe it or not.

AesopFan: I once had a job offer from a firm in the Boston loop area. But my analysis at the time of the relative cost of living and the increased tax rates vs. FL meant I would have needed a 30% increase just to achieve parity, let alone an incentive to move, etc.
Might have been a good career move, but I was not that unhappy with my existing employment/ employer, etc.

Back in 2003, AesopSpouse had a job offer in Boston, which he wanted to accept but it fell through on their end. We were really disappointed.
Then a number of years later, 2015 IIRC, we went there for a holiday excursion, and rented a car at the airport.
Loved Boston.
Was a nervous wreck from the driving.
Keep in mind that we drove in Houston & surrounding area for nearly 20 years, and in Denver metro for the next 20.

Hubert
Gringo: Massachusetts drivers. It’s not limited to Boston. Alas.

My statement about worst drivers covers Route 128 on in. After my mother died, I drove a U-Haul from Florida to New England. I had no problem with bad drivers--until I got to 128. In 15 minutes on 128, I had two encounters with bad drivers. Which technically wasn't within Boston city limits.

I have driven very little inside Boston, in spite of my sister living 30 years in Boston-Cambridge-Saugus. Hitched or train or bus or plane to Boston, then took the T. As a pedestrian on Comm Ave., had an experience with a Masshole driver.
