They’re continually being created and destroyed. North America west of the Rocky Mountains is mostly accreted former plates, and California west and south of the San Andreas fault is not part of the North American plate at all.

I didn’t realize there were so many plates, but that explains why the video host could only find one country with no active volcanoes.
