Regarding Marco Rubio&#039;s nomination as Sec of State:  Trump is sensitive to the balance of power in the Senate and House.  It would be counter-productive to whittle away the majority in either house in order to get people into his cabinet.  He also knows that Governor Ron De Santis will replace Rubio with a Republican, but Rubio is a known quantity in the Senate: a replacement is not.
