It’s probably legal to send to any with address who who are not positively known to not be citizens, tho I don’t know.

I’m sure the Republicans should be putting a LOT more effort at getting more unhappy voters & unhappy citizens to register where they live and vote in 2024. Especially in the swing states, tho also thru all states.

It was addressed to our house but to an individual (1) who is dead; (2) who never lived here but seems to have been illegally registered to vote from this address by his late grandfather, the previous owner; and (3) who lived in Sweden and was never at any time a resident of the United States, let alone New Mexico. As (presumably) a US citizen (through his father), he might have been entitled to vote as an American abroad. But that is not what happened. Also–did I mention?–he is dead.

To answer your question, or a version of it, in 2020 a Texas-based branch of True the Vote succeeded in preventing the New Mexico secretary of state from sending out mail-in ballots to state residents.
