griffin,

Thanks. I just read about both on wikipedia. Taylor's military record was rather lengthy. I'd put him ahead of Biden for that. Although, as you wrote, Arthur seems like a good President (and good man), you are correct that his resume was rather thin prior to becoming V.P.

Let's suppose that Biden actually said "America is back" and Macron actually replied "For how long"? I know it's a stretch to assume that anything Biden said happened actually happened, but if Macron really said it -- was it out of real concern about America's continued engagement in the world, or was he poking fun at Biden's pomposity?

"So is he too old and lacking memory to be prez??"
Indeed, the obvious question...

And the answer is---let's hear it from his own mouth:
"No, I ain't too old and lacking memory to be Pr-Pr-Pr-Puppet Of The United States. And the Media will cover for me like they should, like they should. And I gotta keep on going---gotta give it my all, I've always given it my all---to save the country from that crazy, no-good scoundrel, you know who I'm talkin' about, you know, that dangerous fool with the orange hair... he's a terrible person and a terrible danger to our country...so I gotta fight him, I've always been a patriot, I've always stood for what's right, I'm not gonna back off now..."

Rufus,

Maybe Chester Arthur though he wasn't elected as President and he was actually a decent President in the end.

I would add Zachary Taylor as a possible pick for someone less qualified. If it weren't for the Mexican War he would have never come close to the presidency. General in the war was his entire list of qualifications.

In all seriousness, ignoring one's opinion on policy issues or what they did while in office:

Have we ever had a less impressive human being hold the title of American President?

The man accomplished almost nothing prior to his political career, and certainly nothing of note. He was almost thrown out of law school for cheating.
And, until Barack Obama chose him for Vice President he spent his entire political career in the same office; 36(!) years as a Senator from one of the smallest states in the Union. He received five draft deferments during the Viet Nam war and never served in the military.

Have we ever had a President who achieved less on his own? No military experience. No academic or athletic achievement of note. No business experience. I don't think he even plays a musical instrument or speaks any foreign languages. His immobility and lack of achievement were motivators for why Obama chose him as V.P. Obama was young and had a relatively short political career (although he had already achieved more outside of politics than the much older Biden). So Obama chose Biden because his name was well known due to his parking himself in the Senate for over 35 years. There was little controversy (except for Biden's multiple plagiarisms and other lies) in choosing Biden because he didn't stand out in any way.

These things shouldn't disqualify one for running for President. It's just odd that a man who seems to have no personal drive to work at something and achieve it, for achievement's sake could make it to the office of President.
