As a matter of human factors: The observers were tasked with observing and reporting things they saw–however that was accomplished–which might have meant danger coming.

The problem is that lots of stuff happens which is meaningless but the ardent observer isn’t going to let that go unreported. Besides, nothing else has happened this shift….And it might mean something to Higher.Pieces of a puzzle, so to speak, and maybe somebody else has other pieces and…somebody else has yet more pieces and….got to get this stuff in to Higher.
So, unless there’s a positive control to keep out the ordinary facts of life across the border, it’s possible that some of this stuff got drowned in more of the usual. Which, since it was mostly The Usual, was left unchecked by Higher on account of earlier encounters with piles of The usual.

But reporting a practice assault on an observation tower gets NOTHING!?
