It sounds like the “emergency medical technician” was just a person in the mob who happened to have EMT training, and not one of the actual EMTs who were summoned by the police; i.e. someone who testified that they had certification in CPR and was certain he could have saved Floyd’s life if he was just allowed to pass by Thao.

As neo said, I didn’t realize it was a police officer’s job to allow a mob to swarm officers arresting a suspect on the chance one of these “bystanders” has emergency medical training.

In other news, today the Gov of Mass joined the chorus of Sanctuary or Progressive venues that are whining about the influx of migrants. The Gov is wringing her hands, and demanding national taxpayer dollars, because there are 20,000 of ‘them’ in her state. I expect the Gov of Texas is appropriately sympathetic.

For anyone that hasn't heard this the governor has been asking for residents to take in "immigrants". Given that the residents here literally amended the constitution to increase taxes(millionaire's tax) they so deserve this. (I think I mentioned that plus the whole fungibility of money.)
