When a funding agency loans money to a foreign government for an infrastructure project, it does not simply turn over the funds and &quot;hope for the best&quot;. The recipient country is required to employ a competent third party to oversee that the funds are properly spent. This was, in part, the role of the US military in Afghanistan, to oversee that the Afghan forces were keeping their part of the deal.  The US pullout simply goes against all management principles if the goal was to keep the Taliban in check.
