But they can always recombine if a strong enough military mullah wins over territory. In some respects, that was what the terrorists AQ and ISIL was doing. Which killed them of course. Guerillas can take territory but they cannot hold it against a conventional army, certainly one that outnumbers you in training, manpower, tech, and firepower.
