There is no chain of custody. Nothing prevents the sale of a signed ballot or the coercion of the voter, Motor voter registers people without any proof of citienship (at least in CA.) allowing illegals to vote. Ballot harvesting allows ballot destruction, substitution and addition of ballots from non-existant or dead voters present on unmaintained voter lists, especially inactive voter lists (both of which are publicly available). There is almost no risk to submitting fraudulent mail-in ballots.

When I was a kid in Chicago, if somebody was sick and you wanted to get them into Cook County Hospital, you didn’t take them to the ER. You called the Alderman’s office.

They don’t need the felons to vote; they just need the ballots printed. The Broward County Election Commission will take it from there.

Give each ballot an unique barcode. Each region has a barcode range. Make only enough regular ballots as their are registered voters. For provisional ballots, barcode and color them differently so as to be easily identifiable. Any duplicate ballots or out of range ballots would be known to be fraudulent. This limits the fraud to intercepting ballots for actual voters and faking voter registrations. Much more work than ‘finding’ ballots.
