When I was a kid in Chicago, if somebody was sick and you wanted to get them into Cook County Hospital, you didn&#039;t take them to the ER. You called the Alderman&#039;s office.]]></description>

Make only enough regular ballots as their are registered voters.   For provisional ballots, barcode  and color them differently so as to be easily identifiable.  Any duplicate ballots or out of range ballots would be known to be fraudulent.  This limits the fraud to intercepting ballots for actual voters and faking voter registrations.
