The big test that&#039;s coming, that some President must force, is to determine if the Executive Branch is required to spend all the money that the Legislature budgets.  There are parts of the budget that are mandatory, determined by the Constitution specifically, that the Executive will have to spend, but just because the Congress allocates $X billion for the Department of Education, is the President required to spend all of that?
