Americans all over were talking bout the Vietnamese and Iraqis not fighting for democracy, justifying abandonment as a policy. In reality they were working hand in hand, coordinating propaganda efforts with on the ground death squads. The death squads would intimidate people, and then Americans would benefit politically by exploiting the result of that intimidation.
