For years, Russia took the position that the Gulf War ceasefire was effectively unenforceable (ie, no military action allowed) beyond an Iraqi invasion of Kuwait while Russia was also busting the lower level enforcement level of sanctions as a party to the Oil for Food scandal. The popular anti-OIF narrative was made in Russia. Of course, Russia is a permanent member on the UNSC. Basically, Russia aided and abetted Saddam to breach.
