in fact...  if russia sees obama as illigitimate, which it has expressed clearly it does, then the treaty becomes a one sided farce that helps russia. 

ie. we will keep the treaty by illigitimate means to pretend ligitimacy
but russia, who treats ligitimate treaties as matters of convienience will only pretend to any illigitimate ones. 

remember that none of the items claimed to be destroyed or removed have been verified, and russia has been upgrading all its nuclear materials and shelters prior to now becoming beligerant
