Good memory. Gerrymandered indeed, in the state that invented gerrymandering. These days, there are states that have more egregious examples of the art.

What drove the redistricting? Maybe the Dems (who I assume controlled it) were trying to send Barney a message.

Perhaps. One factor driving redistricting in Mass is that the state is losing one congressional district. That means that at least one congressman will be out a seat. Regarding how alternative maps could have given Congressman Frank a more favorable disposition, I don’t know. But to cut Congressman Frank out of New Bedford, a place which I suspect has precincts in certain local cemeteries, certainly did not do him a favor, as Congressman Frank put it.

If some Mass Democrats were trying to send Barney a message, that would exhibit more sanity than I would expect from the Democratic Party in Massachusetts, which would send Dead Ted to the US Senate tomorrow if they could get away with it. I say this as someone with relatives trapped inside the Commonwealth.
